Domingo Montalvo, Jr. graduated from Wharton High School in 1979 and attended two years at Wharton County Junior College before graduting from the Houston Fire Academy in 1984. He then pursued a career as a firefighter and is a sixteen year veteran of the Houston Fire Department with seven years in the Special Operations Division. Mr. Montalvo belongs to several organizations and has special interests, which include the Houston Professional Firefighter Association Local 341, City of Wharton Fire Departmen Assistant Chief, Wharton Emergency Medical Services, Wharton Lions Club, Wharton Knights of Columbus, Executive Board of the Coastal Conservation, Wharton County Junior College Advisory Board for Fire Degree Program, Chairman of the Colorado River Floodplain Steering Committee, Wharton Little League Manager and Board Member, Past Girl Softball Coach, Independance Day Celebration Founder and Fiesta Hispano Americano Lifetime Member. Mr. Montalvo is the first hispanic to be elected as a City of Wharton Councilmember At-Large.

Councilmember Victor L. Wiley, Jr., District No. 1

Councilmember Victor L. Wiley, Jr.

Victor L. Wiley, Jr. was born on April 9, 1940 in Wharton County, Texas, to the parents of V. L. and Bernice Wiley, Sr. He attended both elementary and high school at the Wharton Training School, graduating in the class of 1958. He married Mary Nell Willis and had eight children. Mr. Wiley's employment began with Southern Pacific Railroad - San Francisco, and then Weingarten's Grocery, Co. - Houston, after developing a love for meat cutting. He attended apprenticeship training under Weingarten's Food Co. Later, he worked for Kroger's Company as a journeyman meat cutter for 23 years. In Houston, his community involvement's included Hiriam Clarke's Civic Club and HISD Parent Teacher Organization. Mr. Wiley's community involvement's in Wharton, Texas, include Deacon and Trustee at Macedonia Baptist Church, Project Noah, assisting needs of flood victims, member of the Masonic Lodge and City of Wharton City Councilmember.

Councilmember Terry David Lynch, District No. 3

Terry David Lynch

Born in Greenville, Texas, Terry David Lynch has been a resident of Wharton since 1978. He graduated from Wharton High School in 1983. After serving four years in the U.S. Air Force, he returned home and began his career in Law Enforcement. For the next seventeen years, he served the City of Wharton as a police officer, with fourteen years as a detective sergeant.

During his service as a police officer, he accomplished many goals in law enforcement. He was the first K-9 officer for the Wharton Police Department, as well as one of the youngest detectives promoted to Criminal Investigations. He also served as the department training officer, earning instructor certifications as a firearms instructor, defensive tactics instructor, TASER instructor, pepper spray and chemical munitions instructor. In 2001, he was assigned additional duties as the tactical team commander/team leader for the 10-man Wharton PD Emergency Response Team, and maintained in that position until leaving the department in June 2006. In 2006, he became the Police Academy Coordinator and Law Enforcement Instructor for the Wharton County Junior College (WCJC).

Terry has an AAS in Law Enforcement and an AA in Criminal Justice from WCJC. He is currently classified as a senior with Midwestern State University. He is a 2002 graduate of Leadership Wharton County and in 2005, he was selected to, and graduated from, the FBI National Academy in Quantico, Virginia.

Terry currently volunteers as a mentor for the IMPACT program, a member of the Advisory Board and instructor for the City of Wharton Emergency Management CERT program, and a previous manager/coach for Wharton Babe Ruth Baseball for eight years.

He is married to Carol (Vargas) Lynch and they have two children, David (24) and Sarah (9), both of which are products of Wharton ISD. Terry and Carol have chosen to raise their family and to work in Wharton.

Councilmember and Mayor Pro-Tem Donald Mueller, District No. 4

Donald Mueller

Donald Mueller retired from the Texas Department of Transportation in 1991 and was active as a Highway Maintenance Contractor from 1992 to 2007. He was elected to serve as a City of Wharton Councilmember in May 1992 and is a member of the Knights of Columbus. Mr. Mueller currently serves as Mayor Pro-Tem for the City of Wharton. He married Betty Krenek of Hungerford in 1958 and has three daughters and three grandchildren. Mr. Mueller, in his leisure time enjoys farming, hunting and working.

Jeff Gubbels

Dr. Jeffery Gubbels graduated from Lamar Consolidated in Rosenberg in 1979. He attended Texas A & M University and graduated from medical school in 1986. AFter completing a residency in Ob/Gyn at Scott & White Hospital in 1990, he moved to Wharton and joined South Texas Medical Clinics. He has served as the President of the Board of Directors there since 1995 and Medical Director since 1997. He is married to Michelle Rochen Gubbels of Rosenberg and has four daughters; Rachel, Sarah, Hannah, and Kate. He is a member of the Knights of Columbus, Director of Wharton Economic Develoment Corporation, and a life member of the American College of Physician Executives.
